Capability-specific questions
How are public buildings protected against graffiti and vandalism?
Through material and finish selection that can be cleaned without being refinished, anti-graffiti coatings on the exposed surfaces, hardware and fittings chosen to resist forced damage, lighting and sightlines that remove concealment, and detailing that avoids the blank accessible surfaces graffiti targets.
On a council amenities building, a park facility or a school perimeter, the cost of graffiti and vandalism is a maintenance cost that runs for the life of the asset.
Which makes it a design and specification question at construction stage rather than a cleaning problem afterwards.
Surfaces that can be cleaned
The objective is a surface that returns to its original appearance after cleaning, repeatedly, without being refinished.
**Face brick and masonry** with an anti-graffiti treatment, which lets a solvent remove the paint without lifting the coating.
**Powder coated metal,** which cleans well and resists scratching better than paint on steel.
**Through-coloured products,** where a scratch does not reveal a different colour underneath.
**Avoiding porous unsealed surfaces** in reachable positions, because paint penetrates and cleaning leaves a shadow.
Anti-graffiti coatings come in sacrificial and permanent types. Sacrificial coatings are removed with the graffiti and reapplied, which suits high-frequency locations and requires a maintenance regime somebody has to actually run. Permanent coatings tolerate repeated cleaning without reapplication and cost more initially.
Which one suits depends on whether the asset owner has the programme to reapply, so the decision belongs with the client rather than with the specification alone.
Detailing that reduces the target
Large unbroken flat surfaces at reachable height are the ones that get painted.
Breaking them up with articulation, planting, texture or a change of plane reduces both the appeal and the visible damage. So does keeping the reachable band in a material that cleans easily and the upper areas in whatever suits the building.
Concealment is the other half. A recess nobody can see into from a path is where the damage happens, which connects the design to lighting and sightlines as much as to materials.
Fittings and hardware
**Concealed or tamper-resistant fixings** on anything removable.
**Heavy-duty hardware** in public amenities, meaning stainless fittings, concealed cisterns, vandal-resistant tapware and fixtures fixed to structure rather than to lining.
**Fixed rather than loose items** wherever the function allows.
**Enclosures that resist entry,** which is the point of properly built [bin stores and waste enclosures](/answers/bin-stores-and-waste-enclosures) and of the hardware on them.
Amenity buildings in parks are the clearest case, because they are unattended most of the time and the cost of a forced door is the door plus the closure.
Lighting, sightlines and surveillance
Lighting that covers the approaches and the recesses, on a timer or sensor suited to how the facility is used.
Sightlines from paths and roads, which usually means planting that screens at low level without creating hidden space at standing height.
Camera coverage where the client's policy supports it, which is part of [security and access control](/answers/security-cctv-and-access-control-upgrades) rather than a standalone item.
What to hand over
The coating type and where it was applied, the cleaning method and the products that will not damage it, the reapplication interval for sacrificial coatings, and the touch-up paint specification.
That information is what lets the asset owner maintain the protection. Without it, the first cleaning attempt frequently removes the coating along with the graffiti, and the building loses the protection it was built with.
