Prequalification, certification and compliance
What is an integrated management system for a construction contractor?
It is one set of procedures and records that runs quality, environmental management and work health and safety together, instead of three separate systems. Monument runs its projects under an Integrated Management System certified to ISO 9001, ISO 14001 and ISO 45001, all achieved in 2024, with secure cloud-based software holding project information from tender to the end of defects.
A construction contractor has to manage three things on every job: the quality of the work, its effect on the environment, and the health and safety of everyone on and around the site.
Each of those has its own ISO standard. ISO 9001 covers quality management, ISO 14001 covers environmental management and ISO 45001 covers occupational health and safety management. A contractor can run three separate systems to meet them, or one system that meets all three at once, and the second is what an integrated management system is.
Why the three standards fit together
ISO writes all three standards to a common structure, with the same clause layout and many of the same core requirements. Each one asks the business to understand its context, set objectives, control its documents, train its people, audit itself and act on what it finds.
Because the bones match, one procedure can serve all three. A single document control process, one internal audit schedule and one management review cover quality, environment and safety together.
What it changes on a project
On site, integration means a job runs through one set of steps instead of three parallel paperwork trails. The same daily record that shows an inspection was done can also show the sediment fences were checked and the safety walk was completed.
For the client, that means fewer gaps. A defect found on a quality inspection that is also a safety risk is not left sitting in the wrong system. How inspections are run and recorded is covered in how quality is assured during construction.
How Monument runs it
Monument operates under an Integrated Management System. It is supported by secure cloud-based software used across every function of the business, which stores and manages project information from tender through to handover and the end of defects.
The system is certified to ISO 9001, ISO 14001 and ISO 45001, and Monument achieved all three certifications in 2024. How a project moves through that system from start to finish is set out in how Monument manages a project from tender to handover.
Certification is independent
A management system is only worth the checking behind it. Certification means an independent certification body has audited the system against each standard, and it keeps auditing the system to keep the certificate current.
That is the difference between a contractor that says it manages quality, environment and safety and one that can show the audit behind the claim. What each certificate means for a client is explained in what ISO 9001, ISO 14001 and ISO 45001 certification means for a contractor.
Why government clients ask for it
The three certificates together make up the full certified management-system stack that NSW government and institutional procurement typically requires. Monument holds them alongside prequalification under NSW Government Scheme SCM 0256 (up to $1M) and NSW Government Scheme SCM 1461 ($1M to $9M).
Questions worth asking at tender
- Is the system certified, and by which certification body?
- Does the certification cover all three standards, or only one or two?
- Are the records on site the same records the office relies on?
- Can the contractor show a project file that runs from tender to the end of defects?
