How are accessible routes across a site designed and built?

A continuous accessible path connects the site entry, the car park, every building entrance and the facilities within, with no step, a gradient within the permitted range, a firm and slip resistant surface, and no obstruction. It is designed as a route rather than as a series of paths.

An accessible route is only as good as its worst point.

One step, one narrow gate or one steep section makes the whole route unusable, whatever the rest of it is like.

What the route has to connect

The accessible car parking spaces. The site entry from the street. Every building entrance. The path between buildings. The external facilities people actually use: the covered area, the play space, the seating, the bin store, the bike rack.

Designing each path separately produces a site where every path is fine and the route between them is not.

The technical requirements

**Gradient.** Both the longitudinal fall along the path and the crossfall across it are limited, and the crossfall is the one most often exceeded because it is used to drain the path. Beyond the limit, a wheelchair pulls to one side continuously.

**Ramps** beyond a certain gradient need landings at intervals, handrails and kerb rails, and they need to be designed rather than formed by the paving contractor.

**Width,** enough to pass and, at intervals, enough to turn.

**Surface.** Firm, even and slip resistant when wet. Loose gravel, turf and decorative pebble are not accessible surfaces regardless of how they look on the landscape plan.

**No abrupt level change,** including at joints between paving types, at drainage grates, and at the junction with a building.

**Grates and covers** with openings oriented across the direction of travel, so a wheel or a stick does not drop into them.

Where it goes wrong on existing sites

**The site was never level.** Older school and public sites sit on graded ground with steps between levels that were never intended to be accessible.

Resolving that is real civil work: regrading, ramps, retaining, and sometimes a longer route that avoids the level change entirely. It is not a paving job.

**Tree roots.** A path lifted by roots is a trip hazard and an obstruction, and replacing it without killing the tree needs a root-sensitive approach rather than an excavator.

**Services in the path.** Pits, covers and grates positioned without regard to the route.

**Vehicle crossings.** Where the accessible route crosses a driveway, both the gradient and the sightlines have to work.

Tactile ground surface indicators

Required at hazards: stairs, ramps, kerb ramps, vehicle crossings and changes in direction at decision points.

The requirements cover the type, the layout, the extent and the luminance contrast against the surrounding surface, and they are specific enough that a well-intentioned installation is frequently non-compliant.

Lighting

A route that is accessible in daylight and unlit at night is only partly accessible, particularly on a site used in winter afternoons or in the evening.

Building it on a live site

The route being upgraded is the route people are using, which is the central difficulty.

Which means staging: half a path at a time, a signed alternative route, temporary ramps where a level change is exposed, and nothing left as a trip hazard at the end of a shift.

On a school or a health site the alternative route has to be genuinely usable rather than nominal, because the people most affected by a closed accessible path are the people the path was built for.
