What is SCM 0256 prequalification?
SCM 0256 is the NSW Government prequalification scheme for general construction works valued up to $1 million. It sits directly beneath SCM 1461, which covers $1 million to $9 million. A procurement officer matches the approved project value to the corresponding scheme before inviting tenderers.
Most discussion of NSW prequalification concentrates on the larger scheme, which makes sense, because that is where the bigger projects sit. The scheme underneath it does more work than it gets credit for.
What SCM 0256 covers
SCM 0256 is the NSW Government prequalification scheme for general construction works valued up to $1 million.
It sits directly beneath SCM 1461, which covers general construction works from $1 million to $9 million. Together the two schemes span the range where most departmental, council and institutional capital works land.
Monument was admitted to SCM 0256 in 2016 and to SCM 1461 in 2025.
Why the boundary matters
The reason to care about a scheme boundary is that it decides who gets invited.
The procurement sequence is fairly consistent. A capital works project is approved within a department, council or institution. The procurement officer matches the approved value to the corresponding scheme, adds any sector accreditation the work requires, then filters that panel by category, geography and past performance and invites a small number of contractors, often around five.
A contractor prequalified only above the line is not on the list for a $600,000 job. A contractor prequalified only below it is not on the list for a $3 million one.
The case for holding both
Institutional and government work does not arrive in a single size. A relationship that begins with a modest package of amenities refurbishment can lead to a larger programme, and the reverse happens just as often, where a contractor delivering a mid-band project is asked to pick up a smaller adjacent scope.
Holding both schemes means the same business can carry that work without the client having to go back to market because a value threshold was crossed in one direction or the other.
For council amenities work in particular, where individual packages are frequently modest but the portfolio is not, the lower band is where the relationship usually starts.
The sector credential alongside it
Value bands are not the only filter. Some work carries a sector-specific accreditation requirement in addition to the general scheme.
Monument holds SCM 5861 for NSW Land and Housing Corporation capital works. It is a historical credential rather than a primary positioning one, and it applies to Land and Housing responses specifically, including refurbishment of occupied and recently vacated stock.
Work of that kind sits squarely inside the live-environment discipline, because occupied public housing is exactly the condition where a construction programme has to work around residents rather than the other way round.
What sits behind the listings
Prequalification is a consequence rather than a starting point.
ISO 9001, ISO 14001 and ISO 45001 certification, achieved in 2024, was the precondition for SCM 1461 admission. The schemes reflect assessed financial capacity, demonstrated performance and management systems, which means a listing is downstream of the operating standard rather than a substitute for it.
For a project manager, that is the useful reading. The band confirms the size of engagement the state has assessed the business as able to carry. The work confirms whether it suits the conditions of the specific job.
