How is a construction site set up inside an operating facility?

Site establishment is the first thing that happens and it decides how the rest of the project runs.

On a school, a park or a depot that stays open, the boundary between the work and the operation is the single most important thing built on the project.

The separation is physical

Not a line on a drawing, not signage, not an arrangement.

Hoarding where the work is close to people or where visual screening matters. Fencing where the separation is about access. Either way the boundary is continuous, it is secured, and it cannot be walked around.

On a school that means no gap a student can get through. That is a lower bar than an adult would need and it is the bar that applies.

It holds outside working hours

This is the part that gets underestimated.

A site is empty at four in the afternoon and the school is not. Weekends, holidays and evenings are when an unsecured site is most exposed and least supervised.

So the boundary is checked and closed at the end of every day. Excavations are covered or backfilled. Plant is immobilised and secured. Materials that can be climbed or thrown are stored inside the zone.

The standard is that the site is safe when nobody from the project is there, because that is most of the week.

Separate access, separate routes

Construction traffic does not share an entrance with students, staff or the public where it can be avoided.

A separate gate, a defined route to the work zone, and the pedestrian routes redirected around the whole thing with signage people actually read.

Where the redirected route affects accessible access, that route has to remain compliant. A temporary path that is too narrow or too steep removes access for the people who have the least alternative. It is designed, not improvised.

What sits inside the zone

Site amenities, which have to be somewhere that does not put workers through occupied areas to reach them.

Material storage, laydown and waste, kept inside the boundary rather than creeping outside it. A site that spreads is a site whose boundary has stopped meaning anything.

Environmental controls: sediment fencing, stabilised entry, washout containment. These go in at establishment, before the ground is disturbed, as set out in [environmental controls](/answers/environmental-controls-on-a-construction-site).

Consultation before it goes up

Where the hoarding takes space the facility uses, that is agreed rather than announced.

A hoarding line through a playground, across a car park or over a path changes how the site operates every day for months. The client knows their operation and will identify things a contractor will not.

Maintaining it

Fencing gets knocked, hoarding gets damaged, signage falls down and gates get left open.

The boundary is inspected as part of the daily routine, because a separation that was correct at establishment and is not maintained provides no protection at all.
