How are carparks and hardstand areas built or resurfaced?
The pavement is designed for the traffic it will carry, so a bus and delivery route is built differently from a staff carpark. On an occupied site the work is staged to keep access, parking and emergency vehicle routes available throughout, with the accessible spaces and the path from them to the building forming part of the compliance.
A carpark looks like the simplest thing on a construction site. It is a pavement, a line marking contractor and some signage.
What makes it difficult is that the site still has to function while it is being built.
The pavement follows the traffic
Pavement design comes from the loads the surface will actually carry.
A staff carpark carrying light vehicles is a different pavement to a service road carrying delivery trucks, waste vehicles and, on a school site, buses.
Getting that wrong is expensive in a specific way: the pavement does not fail immediately, it fails in three years, in the wheel paths, and the repair is a full reconstruction rather than a resurface.
So the subgrade is tested, the pavement is designed for the real loading, and the compaction is tested during construction rather than assessed afterwards.
Drainage decides how long it lasts
Water is what destroys pavements.
Surface falls that actually drain, rather than falls that were drawn and then flattened during construction. Pits and pipes sized for the catchment. Subsoil drainage where the ground holds water.
Where the works increase the impervious area, on-site detention is frequently a condition of the approval, and it has to be built rather than deferred.
Ponding on a finished carpark is both a defect and a hazard, and it traces back to levels set during construction.
Keeping the site running
On an occupied school or council facility, the carpark cannot close.
The work is staged in sections so that parking, access and the emergency vehicle route stay available throughout. The emergency route is the one that cannot be interrupted at any point. That means more setups, more edges and a longer programme than doing it in one hit.
Traffic management runs for the duration: separated pedestrian routes, controlled construction vehicle movements, and signage that tells people where to go rather than where not to.
Where the site has a drop-off zone, the peak periods around it are the highest risk times of the day, and the programme works around them rather than through them.
Accessibility is part of the compliance
Accessible parking spaces have required dimensions, a shared area beside them and a specified gradient.
The path from those spaces to the building entrance carries its own requirements for width, gradient and surface, and it is part of the same compliance rather than a landscaping item.
A carpark with correctly marked accessible bays and a path that fails the gradient does not comply.
Finishing items that get skipped
Line marking to the layout, including the accessible bays and their signage.
Wheel stops, bollards and barriers where vehicles need to be stopped from reaching something.
Lighting, particularly where the carpark is used outside daylight hours.
Signage that is legible and located where a driver reads it.
These are the items that determine whether the carpark works. They are also the ones most often compressed at the end of a programme.
Where it usually sits
Carpark and hardstand work is rarely a project by itself. It sits inside a larger upgrade, alongside landscape works, drainage and building works, and it is programmed with them.
