How is flooring replaced in a building that stays open?

Flooring is replaced area by area so the building keeps functioning, with each area fully completed and returned to use before the next begins. Adhesive curing and drying times decide how long an area is out of service, and old floor coverings in older buildings are tested for asbestos before removal.

Flooring affects the whole room. You cannot do half of it and let people use the other half, which makes it one of the more disruptive trades on an occupied site.

Area by area, fully finished

Each area is emptied, stripped, prepared, laid, cured and returned to use before the next one starts.

That is slower than doing the whole building at once and it means the facility only ever loses one room at a time.

The sequence is agreed with the client, because they know which rooms can be released when. A school will have a view about which classrooms can be vacated in which week that no contractor can work out from a plan.

The old floor is the first question

In buildings of a certain age, vinyl tiles, sheet vinyl backing and the adhesives under them can contain asbestos.

So the existing covering is tested before it is disturbed, not after. Where it is positive, removal is by a licensed removalist under containment, with clearance before anything else happens, as set out in [asbestos in school refurbishment](/answers/asbestos-in-school-refurbishment).

This is the single most common reason a flooring programme takes longer than the client expected, and the only way to avoid the surprise is to test at the investigation stage rather than at the start of the works.

Preparation decides the result

Almost every flooring failure traces back to preparation rather than product.

**Moisture in the slab.** A slab that has not dried, or a ground slab with no working damp barrier, will destroy an adhesive bond. It is tested, and where the reading is high the answer is a moisture barrier system rather than proceeding and hoping.

**Levelling.** Old floors are rarely flat. A self-levelling compound is frequently needed and it adds time to the programme.

**Contamination.** Old adhesive residue, curing compounds and dust all prevent a bond. Mechanical preparation is the usual answer and it is dusty, noisy work that has to be contained on an occupied site.

Curing and drying is the real closure

Adhesives need time. Levelling compounds need time. Some floor finishes need time before they take traffic or furniture.

That period is when the room is out of use, and it is usually longer than the laying.

Stating it honestly up front lets the facility plan. Compressing it produces a floor that fails in the first year, and a replacement is a second closure of the same room.

Dust, noise and fumes

Grinding and stripping generate dust, which is contained with screening and extraction rather than allowed to travel through a building.

Adhesives and finishes generate odour. Ventilation and product selection both matter, and on a school the room needs to be genuinely clear before students return, not technically finished.

What the specification has to suit

Traffic level, which in a corridor or a hall is far higher than in an office.

Slip resistance, which is a compliance requirement in wet areas and at entries and is not a preference.

Cleaning regime, because a finish that needs a treatment the client's cleaners do not use will fail early.

Acoustics, particularly in libraries and learning spaces where the floor is a significant part of the room's performance.

Accessibility, including thresholds and transitions between finishes, which have to stay level and trafficable.

Furniture and the operational load

Every room has to be emptied and refilled.

Who does that, and where the contents go, is agreed before the programme starts. It is frequently the thing that delays a flooring project, because nobody allowed for it and the room is still full on the Monday morning.
