How are rainwater tanks and water reuse handled on public sites?
Rainwater harvesting on a public site involves the tank, the first flush and filtration, a pump and controls, a mains top-up with backflow prevention, and clear separation and labelling of the non-potable supply. The compliance and the maintenance arrangement matter more than the tank.
A rainwater tank on a school or a public building is rarely installed for the water. It is installed because a planning condition, a sustainability rating or a policy requires it.
Which is fine, and it means the system still has to work and still has to be maintained, or it becomes an asset nobody wants.
What the system actually involves
**Catchment and downpipes** directed to the tank, with leaf guards.
**A first flush device,** which diverts the initial dirty runoff before the water reaches the tank. Without one the tank collects the roof.
**The tank,** above ground or buried, with structural design for the buried case.
**Filtration** appropriate to the end use.
**A pump and controls,** with a power supply and somewhere to put them.
**Mains top-up with backflow prevention,** so the supply is continuous when the tank is empty and the drinking water supply can never be contaminated.
**Labelled non-potable outlets,** separated and identified so nobody drinks from them or connects them wrongly later.
The tank is the cheap part.
The uses
**Toilet flushing,** which is the largest reliable demand in a public building and the use that makes a system worthwhile.
**Irrigation,** which has a demand profile exactly opposite to supply: you need it when it has not rained.

Sizing the tank to a use that does not exist produces a full tank and no benefit.
Backflow prevention is the compliance point
Any connection between a non-potable supply and the drinking water supply is a serious matter, and the requirements are specific.
The device, its testing regime and its registration with the water authority are ongoing obligations, not a one-off installation. A building handed over without that arrangement in place hands the problem to the facilities team.
Maintenance is the part that fails
Filters clog. First flush devices need emptying. Pumps fail. Tanks accumulate sediment. Leaf guards fill.
A system installed without a maintenance arrangement and without accessible access points stops working within a year and nobody notices, because the mains top-up keeps the toilets flushing.

On-site detention is a different thing
Detention holds stormwater temporarily and releases it slowly so the development does not increase peak flow into the public system. Retention stores it for use.
They are frequently required together, sometimes in one structure with the detention volume above the retention volume, and they are designed by different logic. Conflating them produces a tank that does neither well.
Installation on a live site
Tanks and the associated excavation affect vehicle movement, pedestrian routes and frequently the accessible path.
On an occupied school or health site the excavation is fenced, the route around it is signed and genuinely usable, and the work is sequenced so the site functions throughout. Buried tanks under a trafficked area also need the structural design and the reinstatement to carry whatever crosses them afterwards.
