How is construction waste managed on a project?

Waste is separated at the point it is generated rather than mixed in a single bin, because separated material can be recycled and mixed material generally cannot. Bins are located inside the work zone, tracked by disposal dockets, and the diversion achieved is reported where the contract or the consent requires it.

Construction generates a lot of waste and most of it is recyclable. Whether it actually gets recycled is decided by one thing: whether it was separated where it was produced.

Separation at the source

A single mixed bin on a site produces one outcome. The load goes to landfill or to a sorting facility at a much lower recovery rate, and the cost is higher.

Separated streams recover far more: clean concrete and masonry, metals, timber, plasterboard, and cardboard and packaging.

Metals are worth money. Clean concrete and brick can be crushed and reused. Timber has a use if it is not contaminated. Plasterboard is recyclable if it is kept dry and separate, and useless if it is wet or mixed.

The whole thing depends on discipline at the moment a worker has something in their hand, which means bins have to be where the work is rather than at the gate.

Bins on an occupied site

On a school or a park, bin placement is a safety question as much as a logistics one.

Bins go inside the secured work zone, not beside a path where anyone can reach in. Skips are covered so material cannot blow out and cannot be climbed into.

Collection is scheduled around the operation. A skip truck arriving at the start of the school day is a traffic management failure, and it is avoidable with a phone call.

What cannot go in a bin

**Asbestos.** Removed by a licensed removalist, transported under the licence and disposed of at a facility that accepts it, with documentation. This is a regulated stream with its own chain of custody and it never touches the general waste, as covered in [asbestos in school refurbishment](/answers/asbestos-in-school-refurbishment).

**Contaminated soil.** Classified before it moves, and taken to a facility licensed for its classification. Classification comes from testing, not assumption.

**Hazardous materials.** Paints, solvents, fuels, batteries and lamps, each with a disposal route.

**Concrete washout.** Never to ground and never to stormwater. Contained and removed, which is one of the highest-consequence and most frequently breached controls on any site.

The record

Every load leaves with a docket: what it was, where it went, how much.

Those dockets are the evidence. A claimed diversion rate with no dockets behind it is a number rather than a fact, and on government work the documentation is what gets audited rather than the intention.

Where a consent or a contract sets a diversion target, the reporting is built from that record, and it is compiled through the project rather than reconstructed afterwards.

Reducing it before it is generated

The cheapest waste is the material that was never ordered.

Accurate take-offs rather than generous ones. Ordering in sizes that suit the work so there are fewer offcuts. Protecting material on site so it is not damaged before installation, which on a live site means storing it properly rather than leaving it out over a weekend.

On refurbishment there is a further option: reuse. Existing material that is sound and can stay is material that never becomes waste and never has to be replaced.

Why it sits with the principal contractor

Every subcontractor on the site generates waste and each one will use whichever bin is closest.
