How is work at height managed above an occupied building?

Two risks are controlled at once: the person falling and the object falling on somebody below. The area underneath is exclusion-zoned and physically protected for the whole period, edge protection or a fall arrest system is used above, and the zone holds outside working hours.

Working at height on an empty site is a fall risk. Working at height above an occupied building is two risks, and the second one is the harder to manage.

The area below is part of the work zone

Anything that can fall will land somewhere, and on an operating site that somewhere has people in it.

So the ground beneath the work is excluded and physically protected before anyone goes up. Not signposted. Fenced, with the area large enough to account for a dropped object bouncing or being carried by wind.

On a school that means a route diverted, a play area closed, or an entrance temporarily moved, and it means those changes are agreed with the facility rather than imposed on the morning.

Overhead protection, a gantry or a covered walkway, is used where a route genuinely cannot be closed. That is more expensive than a diversion and sometimes it is the only workable answer.

Tools and materials are secured

Tool tethering, closed containers, and no loose material near an edge.

Debris netting or screening on scaffold, and chutes rather than throwing anything down.

This is the control that gets relaxed when a job is nearly finished and the crew is tidying up, which is exactly when objects fall. It holds until the last person comes off the roof.

Protecting the person

The hierarchy runs in order. Avoid the work at height where it can be done from the ground. Use a physical barrier such as edge protection or scaffold. Use a work positioning system. Use a fall arrest system last.

Existing roof anchor points are never assumed to be usable. They are inspected and certified before anyone connects to them, because an anchor that has not been tested is a fitting, not a safety system.

Fragile roofing is a specific hazard. Older buildings have roof sheeting and skylights that will not carry a person, and the only safe assumption on an unfamiliar roof is that some of it will not hold.

Access equipment on an occupied site

Scaffold is the most stable option and it occupies space for the duration, which has to be agreed.

Elevating work platforms need firm level ground, clearance from overhead lines, and an exclusion zone around the machine.

Rope access suits short duration work on facades where scaffold is impractical.

Whichever is used, the equipment has to be secured out of hours. A scaffold beside a school building is a climbing frame unless the lower lift is removed and the access is physically blocked.

Weather stops it

Wind is the governing condition. It moves people, it moves materials and it moves anything being lifted.

Limits are set in advance and the work stops when they are reached rather than when someone judges it feels risky.

Rain makes surfaces slippery and is its own stop condition on a roof.
