How does construction work around exams and other sensitive periods?

On a school site there are periods when construction noise is not an inconvenience, it is an interference with something that cannot be repeated.

The same applies elsewhere: a clinical procedure, a court sitting, an assessment, a ceremony.

Getting the calendar first

The exam and assessment calendar is obtained before the programme is written, not after it is issued.

That includes the obvious dates and the ones that get forgotten: internal assessments, practical examinations, performance assessments, and the periods when senior students are preparing rather than sitting.

In health, it is the theatre list and the clinical programme. In public buildings, the sitting or hearing calendar.

The programme is then built around those windows with the disruptive work outside them. Discovering the calendar afterwards means either interrupting it or extending the programme.

What stops and what continues

**Stops:** demolition, concrete cutting, drilling, hammering, anything percussive, plant movement close to the affected building, deliveries requiring reversing alarms.

**Continues, usually:** internal fit-out in a separated area, painting, joinery installation away from the affected zone, external works at distance, planning and procurement.

The distinction is by noise, vibration and proximity rather than by trade. A quiet trade close to an exam room can still be a problem, and a noisy trade at the other end of a large site may not be.

Vibration as well as noise

Vibration travels through a structure further than noise travels through the air.

Work in a basement or on a slab can be felt in a room two floors up and a wing away, which surprises people who assessed the risk by standing next to the work.

Where the work is in the same structure as the sensitive space, a trial and a measurement during a normal period tells you what is acceptable before it matters.

Agreeing it in writing

The calendar, the stop periods and what continues during them are agreed with the client and recorded, so there is no negotiation on the morning of an exam.

That document also protects the programme. A stop period agreed in advance is an allowed-for constraint. A stop imposed on the day is a delay.

Monitoring during the period

Someone from the project is present and contactable throughout, so that if something is audible it stops immediately rather than after a complaint is escalated.

Where the periods are unavoidable

Occasionally a programme cannot avoid a sensitive window, usually because the whole project fits inside a term.

None of those are free, and all of them are cheaper than interfering with an examination.
