Delivering in live and high-risk environments

How is scaffolding managed on a site that stays open?

Scaffold is designed for the loads it will carry, erected and handed over with a certificate, inspected on a set cycle, and protected at ground level so students or the public cannot access it. On an occupied site the exclusion at the base matters as much as the platform above.

Scaffold on a school or a public building is two problems at once: a safe working platform above, and a structure the public cannot climb below.

Design and certification

Scaffold above a defined height is designed and erected by licensed people, with a handover certificate before anybody works from it.

The design accounts for the loads it will carry, the ties into the existing building, and the wind case, which on a light clad scaffold governs rather than the working load. Ties into an older masonry building are a real check rather than a formality, because the ties transfer load into a wall that was never designed for it.

It is inspected on a set cycle and re-inspected after any alteration and after severe weather. Alterations by anybody other than the scaffolder are the most common cause of a failure, and the standing rule is that nothing is removed to suit a trade.

The base is the occupied site problem

A scaffold in a playground is a climbing frame unless it is treated as a hazard in its own right.

**Ground level access removed** outside working hours, with ladders taken out or access bays locked off.

**Hoarding or fencing** at the base, forming a hard separation rather than a line of mesh panels.

**A protected walkway** where a path has to pass underneath, with overhead protection rather than a diversion that nobody follows.

**Debris netting and containment,** so nothing can fall into an occupied area. That control sits with the rest of [working at height on occupied buildings](/answers/working-at-height-on-occupied-buildings).

**Nothing left on the platform** at the end of a shift, because anything loose above an occupied area is a risk overnight.

Alternatives worth considering

Scaffold is not always the right access method, and the choice affects cost and disruption.

**Elevated work platforms** where there is vehicle access and a surface that will carry the machine. Faster to deploy, no structure left standing, and dependent on the hardstand being available. The traffic side of that is in [traffic management and deliveries to a live site](/answers/traffic-management-and-deliveries-to-a-live-site).

**Rope access** on a tall facade where a scaffold is not viable.

**Mobile towers** for short duration work on a level internal or external surface.

Where the works run for weeks across a whole elevation, scaffold is usually the right answer because it makes the facade workable rather than one position at a time.

Batch the work to the access

The access is frequently the larger cost on a facade job, which means everything on that elevation is scoped into the same window.

Roof edge work, gutters, flashings, window replacement, painting and render repairs all carry the full access cost separately and share it once if they are programmed together. That is the same logic behind [roof replacement on an occupied building](/answers/roof-replacement-on-an-occupied-building) and [window and glazing replacement in occupied buildings](/answers/window-and-glazing-replacement-in-occupied-buildings).

Walking the elevation and listing every item before the access is ordered is the step that produces the saving.

Approvals

Scaffold occupying a footpath or a roadway needs a council permit, with an application time attached, which is part of [how does Monument handle council approvals and road opening permits](/answers/how-does-monument-handle-council-approvals-and-road-opening-permits).

Scaffold that oversails a boundary needs the neighbour's agreement rather than an assumption.
