Capability-specific questions

How are drinking water stations and bubblers installed in schools and public facilities?

By confirming the supply, pressure and drainage available at the location, selecting a unit suited to the exposure and the usage, installing with accessible height and approach provision, connecting with appropriate backflow protection and a filtration arrangement where required, and handing over with the maintenance and water quality requirements documented.

A drinking fountain looks like a small item and carries a disproportionate number of requirements: water quality, accessibility, drainage, vandalism resistance and a maintenance obligation that runs for the life of the asset.

Supply, pressure and drainage

Three site conditions decide what can be installed where.

**Supply.** A new location needs a potable connection, which means a route from the nearest main or branch and the excavation or wall penetration to get there. The distance is usually what sets the cost.

**Pressure.** Too little and a bubbler produces a trickle. Too much and it sprays, which is both unpleasant and wasteful, and the answer is a pressure limiting valve at the unit rather than a restriction at the outlet.

**Drainage.** The outlet has to discharge somewhere legitimate. A unit with a waste connected to a drainage point is the preferred arrangement; a unit discharging to a soakage or to the surface is acceptable in some locations and produces a permanently wet area that becomes a slip hazard and a maintenance problem. Which means the drainage is designed rather than left to the installer, and it connects to the work in [stormwater and drainage on live sites](/answers/stormwater-and-drainage-on-live-sites).

Accessibility

A drinking station in a public facility or a school is required to be usable by people with a disability, and that is a set of dimensions rather than a product claim.

An outlet at a height reachable from a wheelchair, with clear knee space where the design requires an approach, operable with one hand without tight grasping or twisting, and with a level clear area in front of it. Where a single unit cannot satisfy both standing and seated users, a dual-height arrangement does.

The approach to the unit has to be on an accessible path, which is governed by [pathways and accessible routes across a site](/answers/pathways-and-accessible-routes-across-a-site), and the operating height sits alongside the reach requirements applied elsewhere in [accessible toilets and ambulant facilities](/answers/accessible-toilets-and-ambulant-facilities).

Backflow prevention and water quality

A drinking outlet is a potable fixture and the connection requires backflow protection appropriate to the hazard, installed and certified.

Where a bottle filler or a chilled unit includes filtration, the filter becomes a maintenance item with a replacement interval, and a filter past its interval can be worse than no filter. Which means filtration is only specified where somebody will maintain it, and the interval is written into the maintenance schedule rather than left on a sticker.

On a site where the building's internal plumbing is old, the water quality at the outlet is a function of the pipework upstream, and a new fountain on old pipework does not improve it. That is a separate piece of work, covered in [hydraulic and plumbing upgrades in schools](/answers/hydraulic-and-plumbing-upgrades-in-schools).

Units that have been out of use for a period need flushing before they return to service, which matters after a holiday closure and after any work on the supply.

Selecting for the exposure

An outdoor unit in a playground is a different product from one in a corridor.

Stainless steel bodies and vandal-resistant fixings in exposed positions. Concealed pipework and tamper-resistant access covers. Anti-ligature considerations where they apply. Impact protection where vehicles or equipment move nearby.

The surface finish matters for the same reason it does elsewhere on a public asset, and the selection logic is the one in [graffiti resistance and anti-vandalism treatments](/answers/graffiti-resistance-and-anti-vandalism-treatments).

Bottle fillers have become the expected arrangement on school sites because they reduce contact with the outlet and because students carry bottles, and a combined bubbler and bottle filler satisfies both uses from one connection.

Installing on an operating site

The excavation or wall penetration, the supply connection and the drainage work all happen in an area that is usually trafficked by students or the public.

Which means the location is isolated for the duration, the services are located before excavation, and the supply shutdown is programmed against the operating calendar, because isolating a branch to connect a fountain can take water off more of the building than expected. The controls are those in [construction in live environments](/answers/construction-in-live-environments).

Handover

The as-installed location and supply route, the backflow certification, the unit's model and serial details for parts, the filter type and replacement interval where fitted, and the flushing procedure after a period out of use.

The supply route is the item that matters most later, because the first leak or the first relocation begins with somebody establishing where the pipe runs.
